How Lens step into permissonless?

I think it' not just open to the public for handle registration. Cuz many still suffer from the inconvenience of making transactions each time you make an action- post, comment, collect, follow/unfollow... while only a small few enjoyed the smooth and signless L2 benefits.

So what's the order /priority of momaka L2 whitelist & handle registration? It's a something worth paying attention for existing users, also for the new ones. And the solutions should be rolled out in the priority list, whether through L2 whitelist or a new mechanism like gas tank for each user.
