Actually it’s quite easy to hit. If you are starting out. I think many 50 actions or something a day will hit very fast.

Basically its a dispacher that can be permissionlessly funded that pays the gas to certain limit of transactions (that most folks don't hit actually). Currently the core team and Polygon team funds the dispatcher.
