From my understanding, Polygon offers several different scaling solutions and is currently developing more. Some more decentralized than others. My knowledge is also limited with the mechanics behind much of this so interested to see what others say.
Polygon is semi centralized/decentralized IMO. BUT they are moving closer and closer to a more pure decentralized blockchain with the evolution of zkEVM. Equivalence creates EVM "network effects". The rollup evolution will be exciting as we get into 2023! Love this topic, @gotenks.lens
I like to see it as 'decentralization in process'.
It's definitely centralized when compared to the likes of ETH (multi-sig of 5 or 6 people I think?), at the same time it's a great enabler and onboarding tool for a more decentralized internet.
